In our 60 year history, Manpower has had only three CEO's at the helm: co-founder Elmer Winter; CEO Mitchell Fromstein (1976-1999); and CEO Jeff Joerres (1999 to present).

Elmer Winter
Everybody in the Manpower family was saddened to learn of the passing of our co-founder Elmer Winter on 22 October 2009, at the age of 97.
Elmer was one of the most beloved keepers of Manpower's history, culture and values, and was passionately committed to Manpower's values for the dignity of people and the meaningful role of work in their lives.
In celebration of Elmer's life, a special event was held at Manpower's Milwaukee headquarters. A video looking back on Elmer's life and a book telling the story of a life well lived were produced to coincide with this event, and these can be viewed below:
