Job Description

Manpower Executive Director

Manpower Professional is recruiting a new Executive Director to join our transportation client in Greater Charleston, WV. Manpower Professional is seeking a strategic leader with seven to ten (7-10) years overseeing services, operations, and programs for a transportation operation. Ideal candidates have extensive experience in public transportation planning/management including budgets, services, experience in labor relations and system performance.

Job Duties

* Provide oversight, direction, and coordination of staff in the provision of cost effective, efficient, and reliable public transit services within available financial resources, controlling governmental regulations and directives.

o Recruits, hires, counsels, and replaces personnel as necessary

o Responsible for staff development to ensure employees have the skills and knowledge to compete effectively and meet the organization's business objectives.

o Responsible for labor relations/contract negotiations Responsible for labor relations/contract negotiations

* Responsible for maintaining effective working relationships with constituents (the public, employees, governmental agencies, elected officials, and transportation advisory boards) in order to promote financial and public support for public transit services.

Education/Knowledge

A bachelor's degree in Public Administration, Business Management or a comparable equivalent is preferred. Experience and education related to the knowledge of the principles, practices, methods, and experience in supervising personnel is also required. Knowledge and application of federal, state, and local government regulations is preferred.

Experience

Extensive experience in management with a minimum of 7 to 10 years of progressively responsible experience, including a minimum of 5 years at a senior management level. An additional requirement is experience preparing and monitoring budgets, services, experience in labor relations, union negotiations, and performance monitoring as well as the ability to prepare and present reports.

Skills & Abilities

* Exceptional written, oral communication and public speaking skills required.

* Knowledge and application of federal, state, and local government regulations necessary

* Computer literate

Travel

* Approximately 50% of the General Manager's time is spent outside the office traveling
