Job Description

Job Summary: The WIOA Career Specialist is a public workforce grant funded position responsible for the coordination of enrollment and client services to eligible individuals in the One-Stop System. They are responsible for determining what program potential clients may be eligible for based on state and local guidance. The Career Specialist is an individual contributor on a team that is expected to meet/exceed performance objectives under the contract and ensure compliance with client, state and federal policies and procedures.

Primary Job Functions: Assess and enroll clients in: WIOA Adult, Dislocated Worker and Youth programs along with any other grants we may be charged with serving. Network and develop relationships with community leaders and service organizations which will be beneficial to Manpower and the contract. Follow all policies and procedures to enroll clients while obtaining required documentation.

Complexity of Work: Highly complex work procedures that require advanced professional expertise or knowledge in a functional area/specialty. Must understand and apply discipline best practices. This position does not manage staff.

Core Competencies:

Required Communication Skills: Professional level business writing, grammar and oral communications skills. Conducts analyses and prepared presentations.

Leadership/ Influence: The Career Specialist will identify opportunities to improve processes/procedures to enhance performance and will ensure compliance with the rules and regulations surrounding the funding.

Strategic Thinking/ Latitude: The Career Specialist will bring best practices and resources from ManpowerGroup to the public workforce system, understanding the regulatory environment, to exceed performance expectations in connecting people to jobs.

Span of Control and Scope: The Career Specialist works with participants to provide services as directed by the workforce board to ensure that the performance objectives are met under the contract. Decisions made by the successful candidate have direct impact on the budget, processes/procedures and service delivery.

Business Impact: This position involves outreach and communication with the business and service delivery community, the responsibility of representing the client is to be considered a key job function.

Travel: Travel may be required in the service area of the client to provide services to participants.

Physical Requirements: The position is primarily a sitting job, frequent standing and walking is required to meet and assist program needs. Good manual dexterity required for entering information into computer system.

Financial Impact: No budget responsibility. This position has no signing authority or budget responsibility.
