Job Description

Entry level professional planning work that provides staff support in all facets of the Department, and provides customer services and assistance to the public concerning environmental issues and other land development questions.
· Reviews development plans and building permit applications for compliance with zoning regulations and land development code provisions, including environmental requirements..

· Provides information on the linkage of parcel control numbers, legal descriptions and addresses to parcels included in the county’s computer databases, including GIS.

· Answers inquiries from the public for development review, environmental information and other planning topics.

· Maintains appropriate electronic files and records.

· Issues or denies zoning approvals for business tax receipts, peddlers and other permits.

· Researches and approves or disapproves premises for on or off premises liquor, beer and wine locations.

· Reviews and monitors approved site plans and permits including preserve area management plans to ensure compliance with permit and development order requirements.

· Performs related duties as required.

· KNOWLEDGE, ABILITIES AND SKILLS (Note: The listed duties are illustrative only and are not intended to describe each and every function which may be performed in the job class. The omission of specific statements does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)Knowledge of laws, ordinances, codes inspection methods, practices and techniques to determine site compliance with approved plans of a development order;

· Knowledge of basic planning principles and practices applicable to environmental review, zoning, site development, and future land use planning;

· Knowledge of mapping and parcel identification processes; knowledge of the process of public records recordation; knowledge of the geography of Martin County;

· Ability to read and understand architectural blueprints, maps and map coordinate systems, including GIS;

· Ability to learn digital mapping software, especially ArcView, to access information relating to environmental review, planning, zoning and addressing;

· Ability to learn usage of computer database procedures to associate new property parcel control numbers and addresses;

· Ability to assemble data and to prepare and maintain correspondence, records and reports.

· Verbal and written communication skills and team-work participation skills.

EDUCATION AND/OR EXPERIENCE

· A four (4) year accredited university or college degree in planning, landscape architecture, geography, biology, environmental sciences or related professional field; or,

· Completion of two (2) years of full-time college-level coursework in the above mentioned fields of study or similar field of study with at least a satisfactory over-all grade point average, and two (2) years of related work experience in a planning, real estate management or public zoning capacity; and

· Possession of a valid Florida Class E driver’s license.


A comparable amount of training and experience may be substituted for the minimum qualifications.

Must possess a valid Florida Driver’s License.
