Job Description

Town Manager/Public Administrator

Hagerstown, MD

*This is a permanent, direct hire, fully benefited position.

Do you bring experience in municipal leadership? Our client is a local municipality seeking a collaborative and inspired leader to coordinate services and ensure the wellbeing of its citizens. They provide municipal services, including administration, public works, water and sewer, planning and zoning, parks and recreation, and police and public safety.

As the municipal leader you will organize funds for an approved operating budget to serve a population of approximately 3,500. You will appropriate resources for the General Fund, Water Fund, and Sewer Fund in accordance with existing programs and departments. You will serve at the pleasure of the Mayor and Town Council.

You will:

* Be accountable for all municipal services

* Provide direction and oversight for full time staff, lead and engage employees

* Work collaboratively with an elected Mayor and 6 elected Councilmembers

* Prepare a comprehensive annual budget and Capital Improvement Plan

* Plan for short-term and long-term financing for Capital Projects

* Ensure fiscal responsibility and modern accounting and financial reporting practices

* Serve as the Chief Procurement Officer

* Prepare and present to the Mayor and Council a comprehensive annual report, including a financial statement, accomplishments, challenges and future projects

* Make applications and administer Federal, State and private grant funds

* Oversee and manage property and assets

* Prepare Mayor and Council and the Municipal Utilities Commission monthly meeting agenda

* Attend regular meetings of the Town's boards and commissions

* Act as the liaison with County, State and Federal Government, local civic and business entities, and interested members of the public

* Maintain a visible presence in the community

The ideal candidate will have:

* Bachelor's Degree in Public Administration or relevant field (Master's preferred)

* Five years' experience in Municipal Government and Finance

* Solid working knowledge of Municipal finance, procurement and personnel principals

* Demonstrated community leadership skills

* Strong organizational skills with an ability to manage multiple time-sensitive issues

* Communication skills to include public speaking, networking and hosting collaborative work sessions

This position pays $54,787 -$71,485 and is commensurate with experience. Benefits include health, dental, vision, life and disability insurance, paid vacation, sick leave, holidays, and employer paid pension plan.
