Manpower Professional is currently recruiting for a Source Water Protection Specialist. This is a full time, direct hire opportunity with our client in Teays Valley, WV.

The purpose of this position is to provide outreach and assistance to educate communities on the benefits in planning to protect drinking water sources for communities. This position provides technical and planning assistance to public water systems and communities in developing or updating source water protection plans and assessments, as well as other planning documents that prevent water outages and support long term, safe, sustainable sources of drinking water in West Virginia.


Core duties and responsibilities include the following. Other duties may be assigned.

* Provides technical assistance to local communities developing and implementing community comprehensive plans, administering the plan.

* Schedules, plans, and conducts source water meetings involving attendees from the Department of Environmental Protection and Department of Health and Human Resources.

* Prepares testimony and participates in Department of Environmental Protection rulemaking process as authorized by the Executive Director.

* Prepares testimony for and testifies before legislative committees as authorized by the Executive Director.

* Develops and implements public information, education and technical assistance programs on planning and development.

* Conducts research; assembles and analyzes information; prepares reports, presentations, recommendations, etc.

* Provides data, information, policy interpretation and technical assistance related to programs and projects.

* An individual in this position may have to work in case of emergencies or natural disasters.


* Must possess and maintain a valid Driver's License.

* Knowledge of the principles, practices and objectives of local planning.

* Knowledge of the social and economic issues affecting the resources of the state and the methods and procedures involved in the preparing and submitting of reports and recommendations.

* Knowledge of zoning regulation and code administration.

* Knowledge of the local, state and federal planning programs and procedures.

* Ability to cooperate with staff, members, and the public.

* Ability to maintain a professional manner when dealing with the public.

* Ability to comprehend, retain and apply state policies and legislation.

* Ability to communicate ideas effectively both orally and in writing.

* Ability to perform complex research and planning projects

* Ability to manage projects or development proposals including developing work plans and schedules, delivering products and engaging the public.

* Ability to operate various types of standard office equipment and software programs.


* Bachelor's Degree in regional or land use planning, geography, public administration, environmental science, resource management or other related field.

* Minimum of 5 years of experience in community or regional planning & zoning, resource management or economic development; experience in project management, public involvement techniques, ordinance development and working with entry level staff or equivalent combination of education and experience.

* Experience in project management, public involvement techniques, ordinance development and working with entry level staff preferred.
