    Contract Conformance Specialist

    Manpower is currently seeking a Contract Conformance Specialist to fulfill a long-term contract position with a major pipeline client in Edmonton, AB.

    Responsibilities:
    * Demonstrate understanding of and compliance with contracting strategies.
    * Facilitate preparation and maintenance of contract exhibits, which include scope, specifications, pricing, and special instructions. Assist with writing technical contract language describing the scope, pricing, and special instructions for each assigned project.
    * Coordinate with (or take on the role of, if requested) the front-end contract preparer to ensure project specific functional requirements and contractor clarifications & qualifications (when applicable) are incorporated in the final contract documents.
    * Support project management in contractor contract negotiations during the contract bidding and formation phases.
    * Coordinate with the project team in its development of a project specific communication plan.
    * Participate and assist with training regarding the Construction Sourcing & Admin team.
    * Review documents submitted by contractors for compliance with contract and provide notification to contractors of non-compliance and deviations from baselines, in alignment with the Project team.
    * Maintain contractor correspondence and documentation logs.
    * Prepare and transmit in a timely fashion company generated correspondence, in alignment with the Project team, construction manager and project manager.
    * Manage the change order process, which includes maintaining a change order log, generating change directives, reviewing contractor requested changes, and preparing approved change orders.
    * Prepare meeting agendas, participate in person at, and take & distribute meeting notes for, all contract-related meetings between company and contractor.
    * Establish and implement project contract document control and retention systems in compliance with company procedures.

    Required Education / Experience:
    * Bachelor's degree in an engineering, construction, legal, technical, SCM or business discipline with a 7-10 years of experience in legal, engineering, construction, and/or contract administration or contract conformance of construction related projects, preferably in the oil and gas pipeline industry.
    * Specific knowledge and experience in contracting process and issues related to energy industry construction projects in Canada.
    * Fundamental understanding of intent, context, purpose and utilization of all documents typically included in or required by a contract.
    * Familiarity with best management practices for contracting.
    * Ability to support the negotiation of complex contracting issues.
    * Ability to manage multiple tasks and to perform work with a reasonable level of supervision.
    * Excellent technical writing skills.
    * Demonstrated proficiency working with office computer applications such as Microsoft Office as well as ERPs such as Oracle and/or SAP. Experience in front-end RFx processes is a plus (contract strategy development, RFx preparation, managing bid/evaluate/award cycle, contract negotiation/formation and contract execution), as the CCS may be requested to provide front-end support.
    * Knowledge of the varying provincial construction regulations and Act's including applicable Builders Lien Act's (NT, AB, SK, MB, ON) is also a plus.
    * Knowledge in Ontario-based and/or gas utility construction is a plus.

    * Responsible for all aspects of the project execution activities applicable to the maintenance digs and/or other type of projects being completed within financial and scheduling constraints, in compliance with the regulatory, environmental, health and safety requirements.
    * Ensure that reclamation activities are completed for the maintenance digs executed under his/her responsibility and to provide execution support with the post-reclamation program, as needed.
    * Acts as a Project Engineer with direct responsibility for the safety, cost, schedule and quality performance for each project under his/her accountability.
    * Ensure completion of accurate project documentation, and support document turn-over and close-out activities.
    * Ensuring an appropriate level of communication with the project sponsor and internal stakeholders to define execution strategies and/or tactics that optimize the program.

    * Ensuring compliance with company procedures, standards and guidelines, as well as providing recommendations for improvements.
    * Able to conduct disciplined analysis to identify cost and schedule impacts & propose mitigation plans.
    * Providing formal and informal project management reports for various management levels, if required.
    * Assisting with the review of Requests for Proposals (RFP), budgets, cash flows and preliminary schedules.
    * Preparation of daily/weekly execution status reports & schedules, and Input into monthly Status Reports and Cost forecasts, Examine/inspect field conditions and identify problems, inaccuracies and cost saving measures that may be encountered.
    * Provide mentoring and training for the junior engineers/EIT's

    Required Education / Experience:
    * Minimum of 4 years of engineering, construction and project management experience directly related to Pipeline Maintenance Projects or equivalent.
    * Must be currently registered with a Professional Engineering Association in Canada.
    * Project Management Professional (PMP) designation is preferred.
    * Demonstrated experience in managing projects involving Pipeline Operations with a complex stakeholder structure.
    * Familiar with provincial, federal and international standards and specifications applicable to pipeline maintenance program in Canada.
    * Experience in coordinating project logistics that involve various internal and external stakeholders.
    * Knowledge of financial and administrative processes as well as human resources management.
    * Ability to travel and manage digs throughout Canada
